Bad Signal and Dropping Calls after purchasing my Droid Razr

I have had Verizon 20 years and the past month my service has dropped dramatically. I am an emergency manager coordinator for a city on the Texas Gulf Coast I have to be able to recieve calls on my cells 24/7 it is really bad when my phone drops calls and sends them directly to voice mail without even ringing in my house! I think something was done to the towers in my area. I have 4GLTE and never get a consistent signal mostly no bars or one. I called tech service and followed all their instructions (remove sim card, *228 and etc. with unsatisfactory results. I have a problem when friends come to my residence and can talk with the cheap Boost Phone and my Droid Razr will not. What has happened to Verizon? How can I correct this problem?
I have not done he *228 and will not after reading one of the answers. Just need to get a good signal to communicate with other EM personnel
