Blue flashing screen

The screen on my Droid Razr screen started flashing blue on the bottom 3/4 of the screen recently and I noticed that it was only happening when my phone was cold. However, now it happens almost all of the time. I have tried putting my phone in safe mode and it still happens, so it is not software. I have also tried a hard reset with no luck. It renders my my phone almost completely useless until I rub the screen vigorously to warm it up some or until I figure out how to do whatever task I am attempting to accomplish by memory of where the buttons should be on the screen, because warming it up no longer has any effect on the blue overlay. When I take screen shots the blue is not included, so is it the hardware then? I found a few other posts on various forums from people with the same problem. Is there anything I can do without having to get a new/refurbished one sent to me to replace it? This is my second razr because I have already had previous hardware issues with the droid razr and it is not rather enjoyable to re download all of my apps and reset all of my settings on a new phone. HELP!
PS- The blue flashing screen occasionally goes away but I have no idea why this happens.

It's a hardware issue. Exchange your phone if it is still under warranty.
