Cannot add devices to mobile hotspot

Does anyone have instructions on using the mobile hotspot or how to add devices?

I can't find anything that has worked. I get to the add MAC address screen, enter my Windows 7 laptop MAC address but I never get an "OK" to go to the next screen.
