Cannot connect to Network Extender

I have a Droid Razr and a fairly new Samsung Network Extender. I set the NE up with the cell number and two others as priority cell numbers. All lights on the NE are blue and I'm sitting within two feet of the NE with the Droids. I get four bars on the Droid and it appears I'm getting a sinal from the NE. But, when I try to dial #48 to get a connection it is not connecting to the NE. I might be able to get a connection sometimes but rarely.....about 10% of the time. Instead connects to a weak cell tower signal. Any ideas?

Let's get this figured out! When did the problem begin? Routers may require special configuration (e.g. Firewall, Quality of Service (QoS) settings) to ensure the best possible call quality. Furthermore, variations in internet connectivity from the ISP may affect QoS as well. When placing or receiving a call, ensure that all bandwidth intensive processes are disabled. These processes include but are not limited to:
*File sharing
*Music / Video streaming
*Uploading / Downloading files
*Windows or Antivirus Updates
He is an example of the speeds required to make/receive calls:
1 caller 40 kbps(download) / 40 kbps(upload), 2 callers 80 kbps(download) / 80 kbps (upload), 3 callers 120(download) / kbps 120 kbps (upload). I hope this information is helpful. Please let me know if you have any additional questions or concerns.

I've had this problem from the beginning. I have Centurylink ADSL.. 3 mb. I
place the razr a few feet from the network extender get a full 4 bars like
I' m linked but as soon as I dial #48 the signal drops to one bar and will
not connect. About 10% of the time it will connect. I have a Samsung
SUS-2U01 Network Extender, Actiontec GT701D modem and a BelkinF7D3302v1
wireless router. Any recommendations on settings?

None of these processes are active at the time I try to connect and only my main desktop is on.
*File sharing
*Music / Video streaming
*Uploading / Downloading files
*Windows or Antivirus Updates
Added the IP of the NE to the DMZ in the Belkin Wireless Router but it didn't help. I still can connect only one out of 10 tries and then it may and may not stay connected. Most of the time I'll get a full signal as close as 4" away from the NE, dial #48, the signal drops to one bar with in a shaded color instead of the blue and I connect to a weak cell tower. I hangup and then the NE and Razr start syncing up again. I can see the WAN light flashing as the NE talks to the server and will get four bars but again as soon as I dial #48 the signal drops and I go to a weak tower. Then of course there is that one in ten times it actually works. So far nothing I've tried works. I've had the unit about 6 months. Should have got a refund six months ago. I read about the PRL. Can anyone tell me how I can tell if I have an old Alltel PRL? Or do I need to call support? I would think that might be an issue if I couldn't connect at all but not intermittent.
