How do I enable data on my RazR so that I can receive and send texts with photos?

I wanted to check up on you to see if you were able to get this feature activated. I know how fun and important it is to send and receive photos. MMS is a great way to share memories with friends, family, and loved ones. May I ask did you try the suggestion that Ann154 gave? If not then below is the path to enabling data on the Droid Razr.
Settings > Data Usage > Mobile Data > On.
Settings > More... > Mobile Networks > Data Enabled.
As you can see, I posted two different paths. While I wasn't sure as to which path you were inquiring about, I wanted to cover all bases to ensure that your concern has been addressed. Once you verify the settings, please test and share your findings.

Have you tried looking in the settings for the wireless networks section and turning on the mobile network setting?
