Long press the attachment file, and "Save as Ringtone". If that is not an option, save the file (in downloads, or wherever it typically gets saved to), the use a file manager app (I use ES File Manager) to copy it to your Ringtones folder. Once it's there, it will be available to use as a ringtone.
