How do I change the data delivery options?

You need to ensure that your cellular data is turned on; picture texts will not send/receive over wi-fi.
Settings > Data > Mobile data,

I apologize, I thought I was clear but apparently not. On my DROID Razr Maxx, all of a sudden, outta the blue, I couldn't send pics or receive pics with my texts. I received a tip on my cell that said in order to receive or send a pic, I'd have to change my data delivery option. Is that more helpful?

Oh sweet jesus, I couldn't see the forest through the trees... that was so easy!! I was on the screen a dozen times and never say that one thing to change. I'm a little embarrassed... Thank you so much!!

We both have the inc 4g and we can send and receive pics on it. And not just to each other.
P.S. We never have to use the mobile/cellular option to do so.

Do you have both cellular data and wi-fi turned on? If so, turn off the cellular data and see if you can still send/receive picture texts.

Texts will send/receive without wi-fi or cellular data turned on, but picture texts require a cellular connection.

Hocus pocus!, abracadabra!, and alakazam!
When i go to send a text there's an attach/attachment button. I press the attach/attachment button and a window appears giving me 7 choices. One of those choices is Picture. I press that and get 2 choices, Camera and Gallery.
At which point i can take a new a pic to send, or choose a pic from Gallery to send.

As Elector has stated, we need more info.
For example, if you go into the Play Store on your phone, you can hit menu and select that apps ONLY be updated over wi-fi. That would change the data delivery options for the Play Store.
There are also menu options similar to this for several other apps, such as restricting streaming/downloading via wifi only on several apps such as Play Music.
