this is on a Razr Maxx with March 2013 update. Was exploring device and activated Explore by Touch and Talkback on what I thought was a demo. Now I cannot get it off and it limits access to many areas. How can I get this app turned off? It also sporadically does not send emails and text messages. I now have 6 that show not sent and no apparant way to open, stop, delete or otherwise access them.

Explore by Touch is available only if TalkBack is on. To turn them off, go to Settings > Accessibility.

Hello Tikibar1,
Your suggestion would work if the system would let me go beyond the first
screen. I cannot scroll down to Accessibility. I cannot scroll through
emails, When you tap on an icon, the voice tells you what it is and then
when you tap it twice it will open. That is where all further activity
ceases. The Settings screen opens showing 13 of 31 items and that is as far
as I can go. I can tap and open the 13 icons in view, but cannot get to any
of the other icons to open them. Nothing seems to work. No amount of
tapping, holding still and trying to scroll or sweep. I have turned off the
phone and turned back on with no change.
I am at a loss.
Best Regards,
Jim

I did not post my personal info. The email I received from you said to reply to the email or go to the post to reply. I replied to your email not knowing it would post.

Not a problem, the Moderators will strip off the personal info. and re-post it. Yep, unfortunately, when folks reply via the e-mails, e-mail addresses and signatures show up in the posts ... it's best to just come to the forum and post via the 'reply' button.
I haven't run across anyone else turning on the Explore by Touch feature. From what you're describing, turning it off may be problematic ... hopefully you can avoid a factory reset. I'm seeing what I can find elsewhere and will re-post in a bit.

See if this works; according to this site:
http://support.google.com/android/bin/answer.py?hl=en&answer=2492750
you should be able to scroll if you swipe with two fingers.

The two finger scroll helped me get to my settings. Thank you for that great advice. I'm not sure why I was just notified about this feature today but it's the WORST thing EVER!!!! Don't be duped people, DO NOT ENABLE this.
