Hey mb20fan!
Wow! I have found what you were talking about and I can see how that can be quite annoying! It looks like what you have enabled is the "Pointer Location" feature on the phone. This is for the developer to see where particular points on the screen are having issues.
Under Settings, Developer Options, uncheck the Pointer Location and the bar and blue streaks will go away. I hope you haven't had to live with this for too long. It may have been put on accidentally when you were changing some settings on your phone. I am glad we were able to help!
Thanks!

Wow, Michelle, thanks for this info. I would have never thought of suggesting Developer Options. Kudos to you.

breezex the area that Michelle was referring to is for manly for developers or for one's that are Very well o custom to there Device. But as long as you was able to get your Maxx back to were it was it doesn't hurt to explore. And to me that's the only way your going to find out the ins and outs of your phone. Have fun with your Maxx and take care. b33

Also uncheck "Mock Locations" in the developer options. I developed the same two problems you mentioned after I downloaded the last update. I never went in and checked these things. The update initiated them but unchecking both boxes got rid of the blue line and the gray band with the letters across the top of the screen.
