How do you disable a snip-it of a message showing up on the home screen when the phone is locked?

Settings>Moto>Display>More privacy. That's where you go if you're talking about the active display that shows when your device is locked

That depends on the app you are using for texting. I use Verizon Messages, and in the settings you have a toggle for Pop up notifications. With it off, you get an icon when a message comes in , but no snippet. Other apps may have similar notification options.
