I can't send or receive picture messages. Wifi is off, data is enabled, still wont work.

In Menu, Settings, Data Manager is Data Enabled checked? How large is the file?
Could you ever do this? Are you using the stock Text message app?
Sorry for all the questions, but I'm just trying to get a better idea of what might be the problem. And if you haven't rebooted, try that first.

Yes, the data is enabled. I'm simply going to my gallery, choosing a pic, then using the send menu choosing text message, then sending.

I'm wondering if you can open the Text app, then add the picture and send it? I've read of some problems with the Share feature in Gallery.

Well I don't know what the problem is then. If you are on a data connection, you should be able to send and receive pics from everything I can tell. So you might be in for a visit to a Verizon store or calling tech support.
Just in case they ask you to do a factory reset, you might want to back up your programs and files before you visit or call.

I'm having the same problem. Mine was working fine until I visited a Verizon store to ask about what I should do with the Integrated Messaging System since it kept wanting me to subscribe when I updated Verizon Messaging. The lady also took out my battery, took off my power saver, and turned off my WiFi search features to have my phone stop being such a battery hog, but now I'm seeing this problem.

The battery isn't removable on the Droid Razr line of phones. You must have a different model for the battery to be removed.
Also the post you replied to is over a year old and it is highly doubtful the person could return and respond to your comment here on the forum.

Go to settings, wifi, then click the button at the bottom left next to home button (galaxy S4), should bring up another menu, click Advanced, "check for Internet service" needs to be checked. Re boot your phone!
This allows your phone to toggle from wifi and 4g as needed!
