I do not understand the settings under "app notifications". Could someone explain these settings?

Apps generate notifications for various "events" - depending on the app.  Updates, errors, and app specific stuff (like weather alerts on a weather app).  Under app notifications, you can choose and app, and decide if you want alerts on these events from that app, and if it is a "priority", meaning it comes through when you have your sound settings set for priority alerts only.
