If you want app freedom - Do Not Buy Motorola

I purchased a Motorola Maxx for full price a couple months ago and have since found out that it will not run a call recorder app.
I called Motorola to inquire as to why and following are the answers I was given with each call:
1) It is against the law to put call recorders on the phone
2) It is our policy not to allow this type of app.
Then I received an email instructing me to select "3rd party" to allow the app to run.
Well, as for number 1, it is not against the law - especially since the first thing I hear when I call Motorola is "this call may be recorded......."
The FCC nor any other law enforcement agency forbids the use of call recorders as long as they are used within the scope of the individual state laws.
It is not the right nor the responsibility of Motorola to "play police" and regulate what apps can be used as long as the app does not interfere with the service provider.
As for number 2, it may be policy. However, I own a business and I also need the capability of call recording without having to root my phone.
So it appears that Motorola lied to me at least twice.
How can Motorola justify recording their calls, but disallow anyone else using a Motorola phone from having the same privilege?
