Play store will not allow me to download application as it says that I already have it installed. Master reset did not resolve problem. Any suggestions?

The icon was removed from ICS and replaced with long-pressing the Magnifying Glass hard key, you can get it back with an aftermarket app like ICS Voice Search Shortcut or similar app. This is a global change from GB to ICS.
open up your apps and see if you hide it, hit menu button and change the view settings
Voice search is not hidden. Voice search can be found from main menu under manage applications. However, it is locked up and will not allow you to do anything. It does not appear in settings under applications as downloaded, internal storage or running.
