Mobile Hotspot keeps turning off when activating, any suggested solution?

Anyone having issues with the Mobile Hotspot? I seem to have lost the connectivity when I try to turn on the mobile hotspot. Initially I got message box about the Wi-Fi getting turned off. The configuration link is not active to try to change it. When I try to turn it on, it will come on, then turn off. This is after I upgraded my phone to ICS. Please let me know if anyone found a solution to this.

I have the same issue and was looking around the forums this evening for an answer outside of the standard 'reboot' or 'reset to factory defaults' as neither of those are acceptable answers for me. Hi there Hermitt & EB!,
Having a modem on the go is incredibly important and I want to help fix this! I have a couple of suggestions.
If it's a setting on the device I would follow these steps:
Tethering and Mobile Hotspot settings > Mobile Hotspot Settings > Manage Devices > Manage allowed devices
Make sure that all devices are allowed.
I would also try changing your Password on your hotspot, deleting the connection on your computer and creating a fresh connection.

One other point of clarification. Although I can't speak for Hermitt
my assuption is that he's in the same boat. Yes, getting past this
point "Tethering
and Mobile Hotspot settings > Mobile Hotspot Settings > Manage Devices >
Manage allowed devices" at least once has happened, the problem is the
inconsistency. When I first got my Razr Maxx in August, I tried to enable
the Hotspot a couple days after and it would keep failing, exactly like if
is now. The phone also got in some mode where it was sucking battery so
bad it was discharging faster than it was charging. At this time I don't
recall what the process was (with the OS Monitor app) that was sucking all
the battery. After the phone rebooted (because of losing power from being
out of battery) the Hotspot starting working fine. I used it several times
over the next few weeks and the the 'next time' happened where now it's
back to the same state again (and most likely the state that Hermitt's
phone is in), where the Hotspot is starting up with the 'Provisioning
Server' message that comes up, then underneath the Mobile Hotspot line in
the Menu it says "Turning Mobile Hotspot on" followed in a couple seconds
by "Turning off Mobile Hotspot". When I click on the "Mobile Hotsport
settings" mneu I see the SSIDand encryption setting that I've used so I
know it has my settings in there. With the short duration of 'Turning on'
& 'Turning off' it is never really 'Up' to allow for me to connect my
laptop to the Hotspot.

You can make your smartphone a Wi-Fi hotspot to provide portable, convenient internet access to other Wi-Fi enabled devices.
Caution: This application significantly impacts battery life. You may want to run this application with the charger connected.
Note: You need to subscribe to Wi-Fi hotspot service to use this feature. Contact your service provider.
To set up your smartphone as a Wi-Fi hotspot:
- Turn off Wi-Fi power by touching Menu > Settings > Wireless & networks > Wi-Fi.
- From the home screen, touch Apps > Mobile Hotspot > Mobile Hotspot to turn on the hotspot.
- Touch Configure Mobile Hotspot to change hotspot security and configuration settings:
• Network SSID—Enter a unique name for your hotspot and touch Next
• Security—Select the type of security you want, and touch Save: WEP, WPA, or WPA2. Enter a unique password. Other users can access your Wi-Fi hotspot only if they enter the correct password.
Note: Keep it secure. To protect your phone and hotspot from unauthorized access, it is strongly recommended that you set up hotspot Security (WPA2 is the most secure), including password.
• Broadcast Channel—Select a channel that minimizes potential interference. You may need to try different channels after your hotspot is active for a time. - Touch Save when the settings are complete. Unable to establish connection with the phone
- The wireless network may not be in range or has too of a weak signal to provide a successful connection. Check the signal bar to ensure you have strong connection.
- Re-enter the key on the device to match the key configured on your phone. Make sure that the encryption type and security settings match on the device and your phone.
- If WPA2 PSK encryption is in use, check that the key configured on the device matches the key entered on the phone.
- "Forget" the connection. This will clear the connection and allow you to reinitialize with the your phone.
- Turn off the connection from your device, turn the phone connection off. Turn back on your device first, then wait for 1 minute and then turn on and enable your hotspot to your phone.
Connection keeps dropping
- Make sure your WiFi sleep policy isn't timing out prematurely on your device. (Found under the Mobile Hotspotsettings > Inactivity timeout)
- Wi-Fi sleep policy maybe set to: 15 minutes, 30 minutes, or 60 minutes, or Never Turn-Off; try using NeverTurn-Off, to prevent your connection from dropping (May incur high data charges and overages)

Thanks B33, although that's not it. The issue is it HAS BEEN SETUP ALREADY, it just doesn't consistently work after. It's not my external device (laptop, etc) at issue, it's the Mobile Hotpsot process / service on the phone that's having the problem. The consistency here is the following:
When the Hotspot service / process is starting up (pressing on Mobile Hotspot and with the understanding this has already worked before and the setup like SSID, encryption choice, etc), a popup display will say "Checking Provisioning with the Verizon server", followed by "Turning Mobile Hotspot on" then a couple seconds later "Turning Mobile Hotspot off" right underneath the Mobile Hotspot line in the display. Additionally in the display at the very top of the screen you'll get a status update of "Tethering or hotspot active" for about a second and then it goes away, whereas if it was working it would stay.
This IS NOT an issue of improper setup as I can reboot the phone, or waste even more of my time by resetting to Factory Defaults and it will then start working for a while then will get back into this mode. This is a software issue with the phone. On the suggestion above, where it mentions 6.12.173.XT912.Verizon.en.US, I have version 6.16.211.XT912.Verizon.en.US, Android 4.0.4.

This sounds like the Verizon Rremote Access Server (RAS) is not authenticating you and is booting you off.
Dumb Question. Are you subscribed to the Hotspot Service?
You might have Verizon (at a store) try to re-provision the service by turning your phone off there, then have them take you off and putting you back on. Then turn the phone on and see if it works.
This gimped hot spot software Verizon commissioned for their monetizing purposes is a real pain. They should just use OEM android tethering .apk and just open it up and leave it alone for their customers to use or not as they see fit. But that's just my opinion. Doesn't do much to fix your issue.

Thanks for offering up some real suggestions dimap52. Yep, I'm subscribed
to the Hotspot Service. The problem is it works for either or both of some
number of uses, time, or length of time the phone and it's underlying OS
have been up before it needs to be rebooted to clear all the likely memory
leaks in the 'oh so wonderful' Linux OS. I'm not keen on having to reboot
my phone every time I need to use the Hotspot Service.
Yes, maybe taking it into Verizon would be helpful although I have a hard
time finding anyone in the stores with technical knowledge beyond turning
the phone on. I think I'll roll the dice with Verizon higher level Tech
Support again, or Motorola Support, but it's always come up snake eyes
before, even when they went on to admit there were software issues later.
It would be really nice to just use the Android built-in tethering over
the 'new and improved' (read: butchered) tethering provided.

Hi EB! I have exactly same issue. I am also subscribed to the Hotspot service. It works fine the first few times, and then (sometimes after a few days) next time you try to activate the Hotspot, it will turn on and immediately turn off. I have to reboot the phone each time this happens, and it is very frustrating. I took the phone to Verizon store once, but I failed to reproduce the problem... and of course it happened again the next day... :'(
This did not happen when I first got the phone (pre ICS), and after one update before ICS update, this problem started... Please update us when you get to talk to the higher level tech support. Thanks!

I'm having the exact same issue with my new RAZR M. I've had it a week, and can not get the mobile hot spot to work with my Compaq laptop. The connection is on and off, on and off continually, never connects long enough to the internet to load a web page. Up until last week I'd been with Sprint for years, my most recent phone being a photon, and I've always used a 3rd party app to make my phone a hotspot. I'd been using FoxFi and it was great, never had any problems connecting to anything. Sprint however has kicked me off due to my 'excessive data usage'. So I've switched to Verizon, where they'll give me 20 gigs/month and accept my $ for it. go figure. And, I don't have to use a 3rd party app to use the hotspot anymore. Except it wont work. I've been on the phone with Verizon and troubleshooting for a week. I've searched every forum. I've no clue why this wont keep an internet connection for more than a couple seconds. Rebooting and factory resetting doesn't change anything. I did however discover last night, that my Acer laptop connects to the hot spot with no problems. stays connected too. no intermittent on and off crap. So, what could possibly be the problem that my Compaq is having with this phone's hot spot, that it didn't have when I was using the Sprint Photon? I've deleted the wireless adapter in my Compaq, reinstalled, all drivers are current, and all the usual places checked and edited, etc...And now, I'M STUMPED. Oh, and the other methods of tethering work fine with my Compaq, i.e. bluetooth and usb. The issue is only with the hot spot, and apparently only with the Compaq, although in fairness, I've only connected it to 2 different computers thus far. Anyone know where the disconnect is here?? I wish go ahead use FoxFi as my method of mobile hot spot, but they don't support Android 4.1 devices yet. 😕

We have the same issue with our Samsung Stratosphere's. I'm beginning to think it's Verizon and not the actual device since most of the phones regardless of brand seem to be having the same disconnect problems. If someone knows of a phone that works well as a Verizon Hot Spot, please let me know?

I have this annoying problem on my Droid RAZR. Based on the timing of when it started occurring, it may be related to the ICS update.
When I go to Mobile Hotspot and enable the Mobile Hotspot checkbox, it turns on, then instantly turns back off, just as if I had unchecked the box. It's impossible to turn it on.
The problem is solved by rebooting, but is back by the next time I need Mobile Hotspot. This means waiting out a long reboot cycle every time I use need the hotspot, which is usually when I'm in a hurry to use it for something. Considering the number of people experiencing the issue, the length of time it's been reported, and the high cost of the Mobile Hotspot service, I'm disappointed this hasn't been resolved yet.

Yeah, nice 'feature' eh! As sad as it is, you've joined the club of those wanting a reliable service that is unfortunately being delivered by a POS device, whether it's the software or the hardware, and by hardware I don't mean it's just a 'broken phone' that a device swap will fix, they're all broke so it's something inherent. It's good to read from some that it actually 'worked' prior to ICS.
I also have another nice 'feature' where the data connection will go away (as witnessed by when trying to get mail, web browse, etc, it will display 'data connection failed'), sometimes it's once every few days, other times it can be several times a day. This is all the while I'll have most to all the bars (-90dBm LTE signal too) and it hasn't been out of coverage. The longer / slower fix is a reboot. The quicker one that works is to flip it to Airplane mode then back off again, works every time.
Unfortunately the 'airplane toggle action' doesn't fix the Mobile Hotspot, that requires the nice time wasting of a full reboot. I'm curious how long some of you are going between reboots? I can go about 200 - 300 hours of runtime before the Hotspot stops turning on. At about a 1000 hours of runtime the thing becomes a total POS, running very slow and flaky. Hmmm, memory leaks maybe?

This gets more and more interesting the more I read. Memory leaks in the hotspot app, possibly. I wouldn't say in Android as a whole though. Linux kernels are pretty stable when it comes to memory usage. I'm running Ubuntu on this Toshiba netbook of mine and it's rock solid. I've got a Moto Razr M and I've had the tethering service briefly turned on a couple of times and over BlueTooth and USB the tethering appears to be solid. I actually haven't bothered to use wi-fi to tether so I can't speak for the hotspot app, though a previous poster said his connection is flaky too. When I got my M in September, it had 4.0 on it, and I didn't have the hotspot service turned on. The bluetooth and wi-fi options wouldn't authenticate, but the USB connection did LOL. Had free USB tethering for a while until the 4.1 update then woe of woes, the USB connection had been plugged. This tells m they are always tweaking and gimping these tethering apps, so god only knows why authentication fails, bad handshaking, memory leaks, whatever.
The real issue here are the ethics of billing for tethering. If the standard AOSP tethering .apk was available and tethering was free like OEM's intended, we wouldn't be having ANY of these authentication and stability issues. Other countries don't have these problems. Only in America, the land of the "free". Yeah right.

Well, it's nice to believe that Linux doesn't have any problems and only
Windoze does, but that's simply not true. Linux fanboys may be able to
gloat that 'my beloved Linux never has memory leaks' but two different
generations of Moto crapware (original Droid & Razr Maxx) along with HTC
Thunderbolt all start going downhill fast if it even makes it to 1000 hours
of runtime. I've had some say 'wow, 1000 hours of runtime, that's really
good!', as in 'you should be happy it made it that far!'. If it was so
wonderful it would really run forever without a need to reboot.
I don't agree with the carrier charging practice for hotspot access either.
