I show a connection to the internet with bars but the RAZR says no connection. Is this caused by a setting in the RAZR ?

The "Bars" are associate with your Voice connection, the 4G/3G icon is your Data connection... When did you problem start and are you saying that your can make a Voice call but are unable to get to the Internet/email, etc? What is the Color of the 4G icon (white or blue?)

The bars are white and I don't have a 3g or 4g connection. the icon that shows the internet connection shows as two stripes.
I can't get email. this started after a trip to the Dominican Republic. I called and had global roaming added to my phone for
the trip. the area I live in gets poor reception.

OK, check the following:
Menu / Settings / Data Manager
- Data Enabled (checked)
- Global Data Romaing Access (Deny Data Roaming Access) - we can come back and re-enable this later
- Background Data (checked)
- Data Saver (NOT checked)
Let's start with that .... what happens?

Where are you getting that message? Does the phone make Voice calls? or is thie issue JUST with Data & Internet stuff?
Very strange ...
What are your settings in "Wireless & Network Settings" ?? You don't have Airplane Mode enabled do you?

I get the message on any app that requires data. Could not connect to the weather channel or score mobile. in email I get a message that states " unable to connect to imap.vz.net" it is strange.

Please answer previous post ... What are your Wireless settings?
Next step, try running in SAFE MODE and test it there... just to rule out any 3rd party App getting in the way...
Safe Mode:
Power Off
PRess and HOLD both the Voiume up & down keys -- forever
Power up the phone - continue to hold down Volume buttons
Aftrer 1-2 mins, the phone should come up and say SAFE MODE in lower left corner.
test it ... (to get out of Safe Mode, power off and on as usual.)

Wi-Fi says connected to my network.Text and voice wok but voice text does not.network mode is CDMA/LTE

I would try turning OFF WiFi then, to test ... try that - what happens? And when you say "Text & Voice" work, but "Voice Text does not", makes no sense to me ... or maybe you were missing some punctuation?

Sorry what I meant was the phone functions as a phone fine both calling and text message. but if you try to send a text
using the microphone it won't pickup your voice. I don't know if this is a data feature.
In safe mode it doesn't connect to anything

Texting (SMS) uses your VOICE connection (CDMA/LTE), so no surprise there that if one works they both do. As far as "microphone texting", I believe the VOICE recognition piece requires a Data connection. (someone correct me if I'm wrong). So I can see THAT not working if your DATA network is not functioning.
OK, you said you Turned OFF WiFi and "received data on the weather channel" ... is that the ONLY data that is working? That really makes no sense at all. I mean if you are able to get Weather Data, are you able to open a Browser and surf the Internet?

Then your issue is with WiFi .....
Has it ever worked? Where are you tryin to Connect via WiFi? After turning on WiFi, go into Settings / Wireless / WiFi settings ... Turn on WiFi - and look at the WiFi Networks added at the bottom ... You can click on thenm to see the status ... Did a Passwod change in your WiFi router or something?? What changed?

PS - another free APP - "Z-Device Test" has a test that includes WiFi ... might be worth a try just to see what signal strengths you're getting over WiFi ..
