No matter how many times I try to send him a message he never recieves it and I don't get any of his messages. We can call each other just fine but when it comes to texting it doesnt work at all. He doesn't have Verizon. It worked just fine yesterday for a little bit then it started acting up. I can get messages just fine from other people and send to other people just not him. I don't have an error message come up when i send him a message. Please help! Is there anyway I can fix this problem? It is very annoying!
Either you need to call Verizon or he needs to call his carrier to get it sorted out. Be sure to have enough data at hand to help the carrier determine the problem; phone numbers, carriers, locations when the texts fail, type of phone, etc. Doesn't sound like a phone problem. Is he an iPhone user or were either of you iPhone users previously?

Text messages is how I mainly stay connected with family and friends so I understand the importance of having it work at all times. But don't worry because I'm here to help!
When sending a text message to your friend are you manually typing in the mobile number or pulling it from the contacts? Are you or your friend using any special characters or a signature in the text messages? This can sometimes cause issues when sending text to other carrier.
Delete your friend's number from the contact list and try sending the text by manually entering the mobile number.
If you continue to have issues sending and receiving text just to this specific number the issue may be with the other carrier. Has he contacted his carrier regarding this issue?
