I believe I successfully downloaded a photo from my PC to my Android. Now what do I do to find and open this file on the Android?
Have you checked your gallery app? Or you can download a file explorer application from the Play Store and use it to find the file?

Maybe this is a dumb question --- but how do I find the "Gallery App"? I don't see it listed when I open "Apps".
Could it be called "Photos" on the Razr Maxx?

Select the Apps button, (bottom middle), swipe over a page to two apps "My Files" and "My Gallery".
If your PC transfer was set up just so so, the photo will be in "My Gallery". If not, you might need "My Files" to find it.
