I just received my phone yesterday, with Android 4. Not all of my emails are being delivered (roughly 2 out of every 3 are being delivered) and some of thoese delivered are arriving hours after they were sent. Also, the only way I can get any emails is by hitting the refresh curved arrows at the top of the screen.
Any hits?
should read "any hints?"
I am having the same issue. After I send an email it looks like it goes through correctly, but it never delivers. I also do not understand!

Have you ensured that syncing is turned on for that account?

That can be pretty frustrating! How many email accounts do you have on your device? Is this happening with all email accounts, or one specific? Do you have a 3G or 4G signal on your device? Let me know so I can further assist. Thanks!
