Screen Lock Issues (after ICS update)

I'm having some weird issues with my Droid RAZR...

1. Sometimes (randomly) the "new" lock screen appears... even though I'm using a PIN. Based on the ICS information I've read, if you use a PIN, you're *not* supposed to see the new slide/lock screen; instead it is supposed to be just the number pad. And worse. When then the new slide/lock screen does appear, I can select UNLOCK and my phone is now unlocked -- bypassing the PIN entry. This happens randomly.

2. Having the Owner Information scroll on the lock screen is wonderful... unfortunately, the screen times out way to quickly. When my phone is locked and the screen if off, if I press the power button to display the lock screen, only the first 2-3 words of the owner information message scroll, before the screen goes blank again. How can I increase this "screen time-out on lock screen" timer?
