Slow hotspot on Moto Z Play

I recently got a Moto z play Droid with the unlimited data package with 4G LTE. I used the hotspot feature and connected my home computer and the download speeds were very slow (0.12 Mbps). Is this a normal download speed? I had read that 4G LTE should produce download speeds of 5-12 Mbps and that it could support downloading from Netflix on a computer. I tried general web surfing and a couple YouTube videos, but the speeds with the hotspot are too slow and kept buffering. Any way to speed it up?

Have you used 10 GB of hotspot data already?

No. I just got the phone last week and was trying it out for the first time. My phone shows 1.4 GB data used.

I don't have a prepaid plan. I have the unlimited plan.

There is a postpaid unlimited plan and there is a prepaid unlimited plan. Each one has different terms and restrictions on it. One normally doesn't pay for a full month at sign up for the postpaid account since they are billed later.

The download speeds outside were a bit faster about 2 Mbps.

The speeds are the same at my home and away. My zip code is 45318. I am not aware if anyone else is having this problem in my area.
