Trouble setting up simple SmartAction

My company has provided everyone with new RAZR M phones. My phone has the 4.1.1 OS. Several co-workers have set up a simple SmartAction to disable mobile data when their phones are connected to a wi-fi network. Here are the steps they took:
SMARTACTION >> CUSTOM >> TRIGGERS >> WI-FI NETWORK >> ANY WI-FI NETWORK >> ACTIONS >> SET MOBILE DATA >> TURN MOBILE DATA OFF
When I attempt to set up the same SmartAction, I can select the "Wi-Fi Network" trigger, but the "Set Mobile Data" action is disabled (dimmed out). When I select the action first, just the opposite happens: I can select "Set Mobile Data," then "Turn Mobile Data Off;" however, when I go to select the trigger, "Wi-Fi Network" is disabled.
I have killed all other SmartActions that had been setup on my phone, so I don't believe this is the problem. The phone seems to think that my trigger/action choices are in conflict. The maddening part is my co-workers are not experiencing this issue and they have the same exact phones.
I am new to the Android OS, so it is entirely possible I am missing something simple. Can someone help me figure this out? It's driving me nuts!

It can take some getting used to when it comes to operating a new phone with a new Operating System.
I was able to duplicate the steps you have provided me with.
I want you to soft reset the phone to see if it is still problematic.
