ok under system settings I have airplane mode, wi-fi, blue tooth, tethering & mobile hotspot, data usage( under that there is Mobile data usage), VPN and Mobile networks.
then under Device there is sound, display, storage, battery, apps.
then under Personal there is accounts & sync, Backup assistant plus, device setup, location services, security, language & input, Privacy.
then under system there is date & time, ptinter settings, accessibility, developer options and about phone.
Im not finding anything that says data manager, I went into the battery section, nothing there. ugh this is so frustratiing, every time I take a picture the number there increases but nothing happens.

It's in the settings of your phone. It's something on the RAZR that will well save your data. What it does is it makes your uploads and downloads limited to WIFI only to conserve on data. You can turn it off in your settings.

You posted under Droid Razr Maxx, so I assumed that's the phone you have. Do you have something different?

Yep, having ICS would make a difference! I do not have ICS on my phone, so am hoping someone will chime in here and tell you exactly where to find it. Sorry. My guess is that it's under system accessiblity.

Since no one else has responded yet ...
I'm learning about ICS so that when my phone gets upgraded, I won't be caught totally off-guard. Apparently there is no data saver option in ICS. Under Data Usage (duh!), you set controls (i.e., background data) per app, at least that's my understanding.
I didn't see anything about it in this post, but it has a lot of helpful info.:

You must update to Ice Cream Sandwich- I always us my free Wi-Fi and had to called verizon about this very issue. Once updated go into system settings > Data usage > Mobile data > Turn it on/off. Only thing that bugs me and I haven't figured out yet is...Why should I have to turn Mobile Data on to receive a multi-media message. Kind of defeats the purpose when using Wi-Fi?

For whatever reason, Verizon will not deliver multimedia messages over wifi.

I think i just figured it out. I've been looking for an answer to this everywhere. I do not like this Ice Cream Sandwich update honestly it is not very good. But what i did was go to settings and I ended up turning on airplane mode, wi-fi, and bluetooth. Immediately the items waiting to upload began to upload. I turned off airplane mode and bluetooth, so it seems that turning of wi-fi is what will allow for those items to upload. I do not know the reason why, i'm just happy i finally know what to do, this makes no sense to me. But I hope it helps anyone that is looking for an answer to this question, just as i was.
