Unable to Authenticate phone, and Signal goes away.

Yesterday afternoon My Uncle got my a Razr from a friend, I checked it to make sure it wasn't stolen and it wasn't, and when I tried to call or text, I was met with an automated message saying, "I'm sorry, but we're unable to authenticate your phone." I was instructed to try again later, and if that didn't work to try dialing #8899. I tried again a moment later, and still did not work. I got a new Sim card and called they had to file some report for it. also I have the signal bars, but nothing next to it so I can't Use it basically. It said 4g lte at one moment but went away and hasn't showed up anymore. Please Help!
