Web Browser, Google Play, Facebook, etc. slower on Wi-Fi than usual

Hi,

I've looked online via Google & Bing searches fairly extensively, and also searched this forum and couldn't seem to find the exact same issue, so I apologize if this is something that's already been posted about, but here's what I'm experiencing with my Motorla Droid Razr:

Recently got this phone from my mother-in-law, who just received a new phone upgrade. Did a factory reset and went into Verizon store and activated it. Got my contacts synced and the phone up and running. Calls, Bluetooth, 4G LTE and 3G all work perfectly. Factory reset Android OS version was Ice Cream Sandwich (4.0.2).

When I first connected to Wi-Fi, even when I would turn my 4G/3G data off completely, I would do a speed test on just the Wi-Fi and get decent to great speeds (i.e. anywhere from 5.5MB-12MB at home and up to 26MB at work). However, the issue is that even when showing good to great download and upload speeds, when I open my web browser (standard browser installed on phone), or accessed the play store or facebook, it would take forever to open a single mobile page or google play app page or facebook page. We're talking much much slower than 3G wait time. As in, click link, wait a minute, and maybe page would load.

On some occasions, page would not load at all, and browser would say there was no network connection, even when speed test confirmed I was still connected to Wi-Fi at 5MB+ speeds. When running this test, no other activity is going on on my secured network (WPA/WPA2 PSK password). Multiple other devices can connect to my router (Netgear) with absolutely no problem - PS3, Xbox, laptop, Samsung Galaxy SIII, iPad.

I have reserved IP addresses on my router for each device. The Droid Razr doesn't seem to have any issue connecting to the Wi-Fi, it simply doesn't load pages very quickly when it is connected to Wi-Fi.

Within the Advanced Network settings, I have unchecked "Network notification" and "Avoid poor connections". Signal strength shows as "Excellent". Occasionally I will get loading times as expected with a 5MB+ connection, but very inconsistently.

I have not changed the proxy settings. At this point I can't think of what the issue is, other than if perhaps a certain app I have installed somehow is a drain on the data, but this would not explain why when connected to 4G and 3G I have no issues, and I have turned background data off. Also, I experienced this Wi-Fi issue when I first activated the phone (i.e. before many apps had been installed beyond the stock apps).

I recently received the Jelly Bean Android OS (4.1.2) update. Everything on the phone seems to work more smoothly, but still the same intermittent Wi-Fi issue.

Any help would be greatly appreciated.
