Why cant I connect to web thru "Hotspot" on my Laptop with Vista

My laptop sees the router (Droid Razr)  and says it is connected  but Local only.   but when I open the browser it says it cant find

the server.  (Can't connect to the Web.)    Some say this is due to problems with Vista.   Can you help me?
