after upgrading to ics is it necessary to wipe cache clean, and how do i do it. My phone slowed down greatly

If you go into Recovery one of the options should be to wipe cache partition. That will do it.
Stock recovery:
Power off device.
Hold down both volume buttons and power device back on.
Push volume down to highlight recover.
Push volume up to select.
When little green Android with triangle appears, press both volume buttons.
You are now in stock recovery.

- Power the device off.
Press the Power button then select Power off.
If the device doesn't respond to input, press and hold the Volume Up / Down then press and holdPower button. When the device screen goes blank release the Power button while continuing to holdVolume Up / Down, proceed with step 3.
- Press and hold the Volume Up / Down then press the Power button.
- When presented with the Boot Mode Selection Menu release all buttons.
- Press Volume Down to select Recovery then press Volume Up.
- From the Droid triage screen, simultaneously press Volume Up / Down.
- Select Clear the Cache Partition then press the Power button.
- Select reboot system now then press the Power button.

No, it is not necessary to clean your cache after the ICS update. Here are the steps to clear cache in individual applications.
1. From your application tray, select "settings".
2. Select "apps"
3. Select the application you want to clear cache
4. Once selected scroll down and select "clear cache".
You are able to do this process for all applications download and internally on your device. I do recommend if your phone continues to move slow after clearing your cache on all your applications is to perform a factory data reset of the phone. I have seen where resetting the phone back to factory settings, then readding applications and data again helps the performance of a phone too. This can be done by going to settings, privacy, then Factory data reset. Please ensure that all data is backed up before performing the reset.

I've had two android devices that I have upgraded and have found that if you don't wipe cache and data before the upgrade you have problems. Also I prefer to download the ROM to my computer then load it to the SD card and install if from there...less problems than OTA and quicker.
