anyone knowledgeable about an app Text Plus?

Recently my son and his family moved  to Nicaragua. Through other US citizens he learned of the Text Plus app. Here is what he told me about the app. You are assigned a unique phone number, as long as you call one another using Text Plus,  a WiFi connection and call to/from the phone numbers provided there is no charge, also text messaging is free and unlimited. My major concern about the app is being unless I use "force stop" it is always on and connected to Voice Network. Does anyone know to what voice network it may be connected? I am uneasy about this app because we all know nothing is ever totally free, there is always some type of pay back.     Thanks, Mimzi

I don`t know or use text plus because i use the app called Viber. Basically the same in some ways but instead uses your data as opposed to minutes or messages. I don`t use nearly close to my 2gb allotment so using Viber was a no brainer for me to stay in contact with my son who was stationed in germany. Text and call for free as long as you don`t exceed your alloted data plan. It`s available for both android and IOS. I use it on my droid X and he uses it on his Iphone.
