Is there a way to defragment a device or at least scan the phone for problems. My phone has been acting up ever since I deleted a program from the phone and am unable to find the reason why.

First question, of course, would be what program did you delete? If it was a system file, you could have messed up the system. although, they are hard to delete. Yes, there are security programs you can download from the Google store which can scan your phone for problems. I use TrustGo, but there are several other real good ones. Some of them are free.

That's a very good question. I'm so sorry you're having issues with your phone in the first place! As Mortb mentioned, there may possibly be 3rd Party applications that may assist, but there isn't a native option built in the device to perform a degragmentation.
My best advice, if it continues to happen would be to reset your phone. Please follow these steps if it comes to that point:
