my voice commands won't function properly

when using voice commands I hold the search button and then say "call Tammy Smith". It searches the web for Tammy Smith. Also, when I try to text, it puts the recipients name in the body of the text instead of the recipient field.

I read a couple blog sites and from what I can tell it appears that voice actions in google's Android OS searches your google contacts. I do not have this issue on my phone. I suggest 2 options:
1) Copy the contacts to google contacts
2) Delete Voice Actions (From home screen touch menu>touch Manage Applications>Scroll down to Voice Search then clear the data...see if that helps...if not delete the app and re-download it from google play)
That 2nd option is really a shot in the dark....having your contacts on google is the best bet.

Could you possibly be confusing Voice Commands with Google Search? For example, if I press the Voice Command app, 'the voice' asks me to speak a command ... if I say "call Mary Smith", then 'the voice' calls Mary Smith. If I press the microphone on the Google Search toolbar (which is what it sounds to me like may be happening, but I could be wrong) and then say 'call Mary Smith', then it searches the web for Mary Smith.
When you try to text, are you pressing the Voice Command app and then when the voice says 'please say a command', do you say 'send message Mary' (or whoever). You should then be taken to a text message to that person so that you can type in the body of the message.
