playing music

How do I download mp3 files and play them from the Razr?  I found apps (my music) that create a list on the phone but the actual mp3 files are running from the PC.  Do I need a different app?

If the MP3's are on your PC, you can simply connect your phone to the PC, open a Windows Explorer session on the PC and drag & drop the MP3's to your phone - in the Media / Music folder ... then when you launch your Music App, it should automatically find those MP3s to play.

Personally I seldom hard-connect via USB to my PC ..  I use "Software Data Cable" which is really cool. You just turn on your WiFi (assuming you have 1 active in your house), start the APP on the phone, and use a Browser on your PC to connect to your phone via WiFi ..  then drag & drop at will ...  really nice way to move files around, and usually faster than a USB connection.
