stuck on start up

My phone is stuck after restart, it gets as far as "Droid" on screen and freezes up. Powering down phone diesn't work, it reboots and stop at same place. Suggestions?

When did this start? It looks like it would be best to hard reset the device to get it past the Droid screen.
Power the device off.
1.Press the Power button then select Power off.
2.If the device doesn't respond to input, press and hold the Volume Up / Down then press and hold Power button. When the device screen goes blank release the Power button while continuing to hold Volume Up / Down, proceed with step 3.
3.Press and hold the Volume Up / Down then press the Power button.
4.When presented with the Boot Mode Selection Menu release all buttons.
5.Press Volume Down to select Recovery then press Volume Up.
From the Droid triage screen, simultaneously press Volume Up / Down.
6.Select wipe data / factory reset then press the Power button.
Use Volume keys to navigate options.
7.Select Yes -- delete all user data then press the Power button.
Use Volume keys to navigate options.
8.Data wipe may take several moments.
9.Select reboot system now then press the Power button.
Use Volume keys to navigate options.
10.Refer to Initial Activation and Setup.

Verizon ended up replacing phone. Nothing would reset it as it was defective

i was stuck at the start up. got it to reboot and exited safe mode. now there is nothing. and i mean nothing. it will not power on at all
