I recently bought a moto g play 2023 of eBay for my brother to use on WiFi and it will not activate

Hello, Trentencook, I'm sorry to hear you're running into an issue with your Moto G Play. You mentioned the phone is going to be used on WiFi. Are you looking to temporarily activate the phone on a number to get past the setup? If so, have you been able to temporarily switch devices: https://www.verizon.com/sales/as/home.html before completing the setup wizard on the phone?
