I installed a software update on my turbo 2, it froze the phone, customer service can't get it unfrozen. had to buy a new turbo 2. my contacts did not come across from my gmail account. can I safely put the sim card from the frozen phone into the new phone just to retrieve the contacts?

The SIM card won't have the contacts saved on it. You might have the contacts saved to the Verizon Cloud if you didn't have them in your Gmail account. You will have to restore from the Verizon Cloud if they are there.

To Ann154's point more than likley you didn't have your contacts backed up on a the SIM. It is possible but most do not use this functionality. Go to contacts.google.com and sign in t see if you had them backed up there. If not, To Ann154's point maybe you had them backed up to VZ Cloud.

Frozenturbo@home, thanks for reaching out to us and we certainly want you to be able to retrieve your contacts.However, the SIM card will not transfer your contacts since it's used for activation purposes. How did you backup your contacts? Are you using Verizon Cloud or are you backing up using Gmail?
