Assuming you're downloading from the google play store, it's under settings. If you have set it to only download on wi-fi that is why you're getting the alerts.

Not Always I see the Reminders Quite often, on one of my Apps Real Racing 3, I uncheck use Wi-FI and proceed with Downloading Via the Network, If you have a Strong Network connection you have a Good amount of Data to were Downloading is feasible use it, If you'd rather use Wi-Fi though proceed with it one thing it can be allot Faster
If this is for the dictionary download go to Settings > language and input > Google keyboard > text correction > add-on dictionaries > touch the "Refresh" button.
