I have the pesky voice mail icon displayed and there are no vm's . Tried calling voice mail, dialing 4, but will not except dialing 1 to turn on or off notification. Also turned off and on several times.

Try calling your number from another phone and leaving a short voicemail message. Then go back to the phone and see if you can access the voicemail system and clear the notification.
