How do I restore the Android OS?

My Droid Razr Maxx is stuck in boot up and won't boot past the red eye. The Verizon store told me the only thing I can do is to do a factory reset, which did not work and likely wiped out all of my pictures, videos, calendar items, etc. I am still stuck in the red eye and just want to reinstall the OS to see if that fixes the problem.

You should check with Motorola as they were the ones designing and installing the software.
