IMEI Blacklisted on new iphone

I bought a new iphone 15 pro over a year ago and discovered (when trying to switch to ATT) that it is Blacklisted for no apparent reason. When I called Verizon they said it was blacklisted and didn't know why, and they removed it from the list. Even now, though, it still isn't able to be transferred to ATT because ATT says that it is still on the list. We are at an impasse. What do I do?

Will Verizon send me a new phone since it seems like they are the ones that messed this up?

My recommendation would be to file an FCC complaint if you want the fastest response. Be sure to be as detailed as possible so that you can get the best help available.
