I am upset to be charged data when it is not working on my phone. I HAVE to be connected to WIFI

Check to be sure your mobile data is turned ON, and that the preferred network is set to LTE/CDMA (not Global). Are you simply not getting any data signal at all? Have you tried removing and then reinserting your SIM card? You can also get a new SIM card (they do get corrupted) free at a corporate Verizon store or mailed to you through customer service. That may be all that's needed.
