Making a Not-so-Smart Phone . . .

My son is 13 and he has taken over my Droid Maxx Cell Phone and is way too distracted with all the features. My wife and I want to make it a Not-so-Smart Phone by only allowing him to do the folowing:
1. Make and Receive Phone Calls
2. Send and Receive Text Messages
3. Access the School Loop Application to check homework assignments
That's all we want it to be able to do. Is there a way to make that happen?

Perhaps going to a basic phone would be more productive. The homework assignments can be checked from the home computer or tablet located in living room and not in the child's room.
