My phone recognizes that the charger is plugged in, but will not charge.

I plug my phone in, using the usb cable and charger provided with the phone. The lightning bolt shows indicating is sees the ac charger, however, the battery screen shows "not Charging". I power cycle the phone and it still happens. I turn the phone off, and the battery indicator shows that it is plugged in, but the charge percentage never changes. Any assistance with this issue would be greatly appreciated!

Is this the original charger which came with the phone?
