The block feature doesn't allow you to block a 3 digit number, only a 10 digit one.

Thank you for the clarification, Nitzie! Just out of curiosity, did you answer the call? This can be possible spoofing. Spoofing is a technique that allows a caller to change the caller identification associated with the number.
I was able to confirm that this is not caused by the software update either.

I tried answering it once, but after that just swiped right over to the red
phone icon. Is that the best thing to do?
It's interesting that this started right along with the kitkat update, but
I'll take your word that the update didn't cause the problem.

Thanks for the additional details. You can answer the call at your discretions. You are correct, you are unable to block a three digit number. Other than ignoring the call the other option would be to complete a number change. You can do so if you desire online here

On re-reading VZW's reply, I see you assumed I meant a 10-digit number with a 312 area code. I meant only the digits 312 without anything following.
