The cloud only downloaded a few of my contacts. How can I get them all back on my new phone?

I tried to download my contacts on new Droid Turbo and only had a few contacts downloaded.  How can I get them all to download?

A cloud specialist has arrived and is ready to assist Jeff73. I know the importance of keeping your contacts saved and being able to restore them at anytime.  Do you know if all your contacts were backed up to the cloud from your previous phone? Do you receive any error messages when you try to restore your contacts http://vz.to/1cwhYoB ?

Are you positive the contacts weren't save to your Gmail account or another account?
