Trying to move photo to my Windows desktop via USB data cable. Per instruction, window shade does NOT offer the USB connect option. What next?

Trying to move photo to my Windows desktop via USB data cable.  When I access the window shade, it does NOT show the USB connect option.  Now what?  Thank you

What does the notification shade say?  It should have Charging and when you touch it to change it to File transfer.
