Turning off Quick Settings on Lock Screen

I would like to turn off the quick settings pull down menu on the Lock Screen. I have 2 inquisitive boys that have been able to set the phone to airplane mode, then hide the phone. I can't use the Ring My Phone option if someone can turn off the radios. Any suggestions? Thank you.
