Why can I receive pictures but not send them?

Did you read the owners manual on how to send them?
Maybe the photos are too large to send via text/MMS in which case you have to reduce the pixel density and try sending them again. Some devices have settings in the camera to take photos as low,medium and high resolution. Set it at lowest then try to send them again.
How are you trying to send them? Via long press in the messaging app? Or through the gallery via "send to"?
Read your manual. Also make sure cellular data is set to on.
