Why won't my Droid turbo turn off?

I am trying to charge my droid via USB. I have tried turning my droid off to get a faster charge but my phone refuses to turn off. Is it broken?

Give this a try, press and hold the Volume Down button and Power button (on the right edge of the device) for approximately 3 seconds then release.
