how to stop from downloading apps when rebooting

Sometimes when I reboot my phone, it will say "downloading apps, 1 of " and start downloading.  It takes quite a bit of time and if I turn it off and back on, it starts over again.  What the heck?

The hardest thing to do is to wait for a device to power on. I am with you there, HollyNichols. Does this happen every time that you turn your phone off and on? Do you automatically update your applications through the Play Store. When did this start?
