My phone says it was updating but then it still says version 4.1.2.  Thats not the update is it? And the phone says its fully updated.

Did you get this to work?  The current Droid MAXX version is 4.4

I'd try a cold reboot - completely off.

If that doesn't work, then try connecting it to a computer.  Sometimes you can run the update via a computer download instead.

And FWIW, I thought the update hold-up is over, and that it's rolled out definitively.

There was some rumors about the update being placed on hold until some issues were worked out.
