why is server unreachable?

trying to make phone call and phone says server unreachable  what needs to be done

Restart your phone.  It should fix the problem. Then dial #832.  This ais a verizon number to confirm if your phone is working for phone calls.

I can't make or receive calls on my Samsung 8.  It started at noon today, my zip code is 92240.

I have shutdown the phone a few times.

How do I fix this?

Being able to make a call is mandatory.  We want this resolved ASAP.  Are you still having this issue?  If so, where is this happening?
